After North Korea revealed its intentions to abandon its yearlong boycott of the six-country nuclear disarmament talks,[link widoczny dla zalogowanych], participating countries are moving fast to make the most of the opportunity. South Korean officials are holding a string of meetings to discuss the future course of action in the imminent dialogue resumption.
Shortly after North Korea announced it will return to the bargaining table,[link widoczny dla zalogowanych], South Korean officials are busy holding back-to-back meetings to prepare for the latest round of talks. Deputy chief of the presidential National Security Council Lee Jong-suk held a working-level discussion over the weekend to monitor the current situation and map out a future course of action.
Based on the results,[link widoczny dla zalogowanych], a high-level strategic meeting will be held Monday afternoon,[link widoczny dla zalogowanych], presided over by Unification Minister Chung Dong-young,[link widoczny dla zalogowanych], and attended by top officials of diplomacy and defense. President Roh Moo-hyun is also slated to convene an NSC meeting this week.
Analysts say prospects are bright,[link widoczny dla zalogowanych], as North Korea also appears to be committed to making progress in the 6-way talks.
To achieve the most from the fourth round of the six way talks,[link widoczny dla zalogowanych], South Korea is more active than ever,[link widoczny dla zalogowanych], presenting the so-called "significant proposal" to North Korea,[link widoczny dla zalogowanych], which worked to coax Pyongyang back to the dialogue table,[link widoczny dla zalogowanych], and will continue to take center stage.
Seoul is also seeking to change the format of the six-way talks to be more efficient. Rather than presenting endless speeches by more than 100 delegates, like in previous negotiations,[link widoczny dla zalogowanych], Seoul wants to have working level officials to expand contact,[link widoczny dla zalogowanych], and top negotiators engage in talks without a time limit until they reach an agreement. Other participating countries are reportedly positively considering this proposal.

The political crisis in Ukraine has threatened to split the country between the pro-Russia east and pro-reform West. President Putin, who made two visits to Ukraine just days before the second round run-off,[link widoczny dla zalogowanych], agrees with Mr. Kuchma that a new election would be the best way to end the stand-off.
In an interview broadcast on Ukraine's independent television, President Kuchma and President Putin are shown meeting in what is said to be a Moscow airport.
During the talks,[link widoczny dla zalogowanych], President Putin offers Russia's help in finding a possible way out of Ukraine's electoral stand-off.

Putin also criticized the political opposition's calls for the recent presidential election to be annulled and a third round run-off vote to be declared between Prime Minister Viktor Yanukovych and opposition candidate Viktor Yushchenko,[link widoczny dla zalogowanych].
Mr. Putin asks what happens if the next round does not satisfy the opposition. He asks,[link widoczny dla zalogowanych], "Should we just keep holding elections until one party gets the result it wants?"
Mr. Putin's visit with the Ukrainian leader comes one day after a high-level European delegation visited Kiev to push the two parties toward a negotiated settlement. Mr. Putin, who made two high-level visits to Ukraine during the electoral campaign, has said outside parties are trying to unduly influence what he says is ultimately a decision for Ukrainians.
President Kuchma says an entirely new election needs to be called that would include other candidates in the race.

The Supreme Court met for a fourth day in a tiny cramped room and spent hours reviewing claims and counter claims about the election from both pro-government and pro-opposition representatives.

The parents of brain-damaged Terri Schiavo have ended their appeals in the federal court system following another ruling against them by a three-judge panel in Atlanta, Georgia. The Florida Circuit Court Judge who ruled to disconnect their daughter's feeding tube more than a week ago also ruled against another appeal from Terri Schiavo's parents on Saturday.
Ms. Schiavo's parents are making what they say is one last appeal to the Florida Supreme Court to have their daughters feeding tube re-attached,[link widoczny dla zalogowanych], but they are given little chance of success.
Bob and Mary Schindler gave up their effort in Federal Court to re-attach their daughter's feeding tube,[link widoczny dla zalogowanych], after the 11th Circuit Court of appeals in Atlanta denied their third appeal. Last Sunday,[link widoczny dla zalogowanych], the U.S. Congress passed an emergency bill allowing the Schindlers to appeal their case in Federal Courts. Days later,[link widoczny dla zalogowanych], after a series of dramatic appeals through the Federal Court system, the U.S. Supreme Court refused to order Terri Schiavo's feeding tube re-attached.
Terri Schiavo's husband Michael, who is her legal guardian,[link widoczny dla zalogowanych], has been locked in a legal struggle with the Schindlers for more than a decade. Mr. Schiavo says his wife told him and others that she did not want to be kept alive by artificial means. Terri Schiavo slipped into what medical experts call a persistent vegetative state after suffering massive brain damage brought on by a heart attack in 1990.
Michael Schiavo's attorney,[link widoczny dla zalogowanych], George Felos told reporters on Saturday because of the seriousness of the case,[link widoczny dla zalogowanych], courts will listen to the Schindler's pleas,[link widoczny dla zalogowanych], but further legal action at this point is futile. Terri Schiavo has been without food or water for more than a week now. On Saturday her parents and siblings visited her at her hospice. Bob Schindler, her father, told reporters afterwards that his daughter is clinging to life. "She is doing remarkably well under the circumstances. I was surprised she is putting up a tremendous battle to live. It is quite obvious she does not want to die and she is showing signs of over a week now of starvation and lack of hydration. But I can tell you she is fighting like hell to stay alive. We want the powers to be to know that it is not too late to save her. So anyone has the authority to come in and save Terri they can do it," he said.
Medical experts say Terri Schiavo's life expectancy can now be measured in days but Michael Schiavo's attorney George Felos, who also visited his client's wife on Saturday, says there is no sign that Mrs. Schiavo is near death at this point. "As appear to me, her death [does] not appear imminent. She is resting comfortably,[link widoczny dla zalogowanych], her breathing did not appear to be shallow, and at least at this point, it does not appear that her death is imminent," he said.
Mr. Felos says that when Terri Schiavo dies her body will be cremated and her ashes handed over to her husband Michael, who will place them in his family plot in the U.S. state of Pennsylvania, where both Michael and Terri Schiavo were raised.

The plaintiffs say Microsoft erects barriers for competitors by selling a version of Windows that incorporates the Windows Media Player,[link widoczny dla zalogowanych], taking advantage of its share of more than 99 percent in the Korean computer operating system market.
Sanview says it invested W3.8 billion over several years to develop its own media player technology and launched its high-definition player software in 2002. However,[link widoczny dla zalogowanych], it alleges it encountered difficulties selling the product because of Microsoft��s bundling,[link widoczny dla zalogowanych], suffering more than W40 billion in losses.

Meanwhile,[link widoczny dla zalogowanych], Microsoft is seeking a reversal in the Seoul High Court of the Fair Trade Commission��s decision to fine the company W33 billion for bundling. Microsoft rejects the FTC��s finding that it failed to compete on an equal footing by incorporating its instant messenger and other features into Windows. The firm says the decision ignores the fact that users can easily download any other software they like.

Department stores are scrambling to upgrade their luxury goods sections in the midst of this recession. Experts say physical changes played a key role in producing series of young champions. While Park Tae-hwan is only 3.21 cm taller than the average 178.29 cm of Korean national swimmers since 1998, his shoulder width is 46 cm, a noticeable 6.32 cm wider. His arms fully stretched measure 190 cm, about 5 cm longer than the average. Kim Yu-na is also quite differently built than previous female athletes. "Kim has very long body line coming from her long arms,[link widoczny dla zalogowanych], which enables her to perform in a very graceful manner," said Korea Skating Union director Lim Hye-gyeong. "Even foreign pundits acclaim her perfect figure."

It's not just athletes: the average Korean figure has changed as well. The House of Representatives has approved by a vote of 289 to 139 legislation to expand a popular health insurance program for children from low and moderate income families. The measure which must still be considered by the Senate, was approved twice during the previous Congress but vetoed by President Bush.
Expansion of the State Children's Health Insurance Program,[link widoczny dla zalogowanych], or SCHIP, has been a priority for Democrats and was one of the most fiercely debated issues of the last Congress.
Approved by lawmakers in 1997, the program allows U.S. states to pay for health insurance for low and moderate income families with children who lack access to the federal Medicaid program.
Democrats sought to strengthen the program, on which about seven million children currently rely,[link widoczny dla zalogowanych], with $35 billion to U.S. states over five years to provide benefits to an additional four million children.
Republicans asserted that SCHIP had become unwieldy, helping families that are not truly in need of assistance,[link widoczny dla zalogowanych], and said proposed new spending was excessive.
On Wednesday, Democrats renewed their arguments in favor of expanding SCHIP, citing, among other things,[link widoczny dla zalogowanych], the U.S. economic recession that threatens to swell the ranks of the uninsured.
Florida Democrat Alcee Hastings referred to President Bush's earlier vetoes of the legislation,[link widoczny dla zalogowanych].
"President Bush's action sent a devastating message,[link widoczny dla zalogowanych]," said Alcee Hastings. "The leader of the free world was willing to put the lives and welfare of millions of American children at risk."
